In the last decade of the twentieth Century. The former Chinese Premier Zhu Rongji initiated and promoted the establishment of National Accounting Institute. As was stated in the approval document from the State Council in July 1998, the Institute was an institutional organization affiliated with the State Council, administered by the Ministry of Finance, and supported by Tsinghua University in terms of teaching management. In 2002, the institute was renamed "Beijing National Accounting Institute"(BNAI) by the Ministry of Finance. In 2012, BNAI was incorporated into an institutional organization subsidiary to the Ministry of Finance.
Since the establishment of the Institute, BNAI has adhered to the mission proposed by the former Premier Zhu Rongji--"Taking honesty as the starting point, attaching importance to integrity, upholding standards, never prepare false accounts. BNAI has trained a large number of high-level accounting and auditing professionals for China's macro-economic management departments, large or medium-sized enterprises and social intermediary organizations. With the development in recent years, BNAI has formed an education and training system encompassing degree education, medium or short term training, and e-learning. BNAI is privileged to have a strong faculty with proficient theoretical background and rich practical experiences. In the delivery of graduate education, the goal has been set on promoting vocational ability, featuring the preparation of applied talents, focused on practical and innovative teaching. At present, a considerable proportion of graduates play a key role in large enterprises and public accounting firms."
BNAI implement the president-responsibility system under the leadership of the CPC committee, The board of directors is made up of the Ministry of Finance, Organization Department the CPC Central Committee, National Development and Reform Commission, State Owned Assets Supervision and Administration Commission of the State Council, the Ministry of Commerce, the Ministry of education, the Ministry of Human Resources and Social Security, the National Audit Office, the State Administration of Taxation, China Securities Regulatory Commission, China Banking Regulatory Commission, Taiwan Affairs Office of the State Council, Beijing Municipal Government, Shanghai Municipal Government,Fujian Provincial Government, Xiamen Municipal Government, Beijing Municipal Bureau of Finance, Shanghai Municipal Bureau of Finance, Xiamen Municipal Bureau of Finance, Tsinghua University, Shanghai University of Finance and Economics, Xiamen University, etc. Minister of Finance is the Chairman of the Board.
BNAI is located at Tianzhu Development Area, Shunyi district, Beijing city. Its 3 kilometers from Beijing Capital International Airport and 16 kilometers from Dongzhimen. The total area of BNAI is 22.87 hectares, and the construction area is 120 thousand square meters. The first phase of the project was started in April 1998 and was put into operation in May 2001. The second phase project was started in March 2011 and was put into operation in April 2016. BNAI has a first-class modern infastructure and information network system, and provides multimedia teaching and distance learning. Meanwhile, BNAI can accommodate 1500 trainees and 400 full-time postgraduates.
